Congressman Raul Ruiz, M.D., who has represented California’s 25th District in the U.S. Congress since 2013, recently shared a series of posts regarding his attempt to conduct oversight at the Adelanto ICE Facility. Ruiz, who was born in Zacatecas City, Mexico in 1972 and currently resides in Indio, holds degrees from UCLA and Harvard University.
On July 11, 2025, Ruiz posted that he was denied entry into the Adelanto ICE Facility alongside Representative Norma J. Torres. He stated: “I was just ILLEGALLY DENIED entry into the Adelanto ICE Facility with @NormaJTorres. Under federal law, Members of Congress have the right to access any DHS facility used to detain immigrants, no notice required.”
Later that day, Ruiz addressed claims about advance notice for their visit. In a post dated July 11, 2025, he wrote: “ICE is already trying to spin that our visit today did not come with advanced notice. We did notify them — twice. Both of our teams followed protocol. They still denied us entry. So the question is: What are they hiding?”
On July 12, 2025, Ruiz provided further details about their attempted oversight activities at the facility. He stated: “We showed up to do our job: Congressional oversight of the Adelanto ICE Facility, as required by federal law. What did we find? A chain and a lock.” He also referenced a resignation letter directed toward Secretary Noem.
Ruiz replaced former Congress member Mary Bono in 2013 and serves as an active member of the Hispanic Caucus.
